Video Tearing on windows 7 PC

What components or elements of a Windows PC tend to lead to video tearing and choppy playback on YouTube's 1080p playback and similar?

I've got what I think is a pretty decent PC Spec and yet when playing video's on YouTube or Vimeo at full screen I can hear the CPU fan speed up a lot and the playback isn't always so great.

Also is Windows 8 any smoother for playing back videos?
Eventually I want to start editing some videos on my PC so I need to know the playback is nice and smooth.
