I absolutely love the editing work done on this video.

Unfortunately, the user hasn't been very active on vimeo lately so I can't find out what plug-in he used for the "twitch" effect (when the frame stutters) and the film effect (the spots that appear in different locations on the screen).

I'm not a fan of over-using these things, but I think they can be great in moderation, and I really like what he did with it. I've seen a lot of terrible twitch plug-ins, and haven't found anything as good looking as what he used. Does anyone have any suggestions for the two effects, or can point me in the right direction? Thanks!

If I had been asked to do the same, I would avoid any plug-ins. Why not doing it manually? Both those things can be done so simple. The "film effect" is a simple overlay of a transparent still image layer. The "twitch" effect can be done either by scaling out individual frames or by using keyframes. Nothing which would take too much time.
