Are these stars? Maybe just noise? HDR filter in snapseed.

Just a guess, but it looks like the snapseed filter amplified some noise.

Noise / Clouds / Smoke - Anything that got above the threshold and the HDR processing thought it was bright enough to pull out and amplify.

Snapseed also has a method of adding noise to reduce posterisation. I assume this is because it's design concept was phones and lower bit depth images.

The other problem with your image is the thresholds were quite low in the sky due to foreground exposure
So I'm going with "noise" as my answer to your question.

Maybe this is interesting
in my view ...: Snapseed and noise (but from where?)

Would you not recommend using snapseed for FF images?

Two examples taken with the A7 and processed with snapseed from raw using the returning to re-edit the layer ans selective application with brush.

Can't be stars, unless you have star in the foreground in front of the caboose. Looks like the reflections of all the christmas lights on the lens or filter surface got amplified.
