I expected this max iso number to improve as the models advanced, yet the announced a7siii is the same as the a7sii and a7s. Is this a physical property of the censor or what is going on?

Just how high are you looking to go? The A7S series is known to be able to pretty much shoot in the dark already. And from what I've seen, does a darn good job at it.

The A7Siii has a new sensor, so I am guessing that is not the limitation. Probably an engineering decision.

There is a theoretical limit, mainly caused by the fact that light consists of photons which are discrete energy packets. Going by the graphs shown at photonstophotos, the A7Sm2 and a lot of other state-of-the-art cameras have approached that physical limit quite closely. This probably explains why we didn't see any major advances in sensitivity in the last years.

I get the theoretical limit, but there seem to be many times in tech development when one person's wall turns out to be another's ladder.
